Outgoing FCC chairman Kevin Martin says the government must avoid an “artificial barrier” in terms of budget caps placed on funding for DTV converter boxes for consumers, Broadcasting & Cable reports. In an interview, Martin commented on preparations the FCC has been making and what it should be focusing on as the switch to digital nears, the trade says. The increasing demand for vouchers in conjunction with converter box funds running low means many people may be delayed or altogether rejected from the voucher program, he said, according to B&C.
