Powell, Copps Want Quorum Probihition Gutted

Outgoing Federal Communications Commission Chairman Michael Powell, a Republican, and Democratic Commissioner Michael Copps on Wednesday announced that they have jointly asked Congress to gut a provision in the Government in the Sunshine Act that bars a quorum of the agency’s commissioners from meeting secretly to conduct agency business.

FCC officials have been asking lawmakers for years to lift the prohibition, contending that the requirement impedes agency decision-making by making internal agency negotiations difficult.
