Democratic congressmen are questioning how the Bush administration suddenly realized it is not going to have enough money to pay for administering the coupon program for the digital television switch, TelevisionWeek reports. Two months after saying they had plenty of money for a government coupon program to help consumers make the switch, regulators have asked to use $7 million in Commerce Department funds to pay costs on the $1.5 billion program. The additional money would go to administrative costs, the publication says.
