The practical answer to this is no. It’s like trying to have a single miles per gallon standard for every type of engine.
One size can not fit all.
WHY? What is wrong w the current raitng system.

What the US govt needs to do is get on board w the rest of the world & us SI units. Gas should be in per km not per mi.
