DirecTV is highlighting its concern to the government that rival Comcast will use its merger with NBC Universal to find an "online loophole" and stream NBC content to Internet customers, the Philadelphia Inquirer reports. 

DirecTV’s concerns were outlined in comments filed late Monday with the Federal Communications Commission, the story says.

"An online loophole could replicate Comcast’s use of the "terrestrial loophole" in Philadelphia, which has allowed the cable giant to withhold Phillies, Flyers and Sixers games from the nation’s two satellite-television providers, DirecTV said," according to the report.

Stacy Fuller, DirecTV’s vice president of regulatory affairs, said the company believes NBC’s programming should be available on the same terms to all pay-television operators.

Comcast executive vice president David L. Cohen pointed to a recent agreement it made with independent NBC stations. "We have agreed we will not migrate sports and premier entertainment from the broadcast-TV network," he said.
