Simon Cowell says his shortlist of judges for "The X Factor" includes Paula Abdul, reports Access Hollywood.

The other possibilities for judges on the Fox program, according to Access Hollywood,  include George Michael, former Pussycat Dolls singer Nicole Scherzinger and singer Mariah Carey, although the story says that no one on the list is considered a lock.

“We’ve taken it down to a smaller group of people and she’s in that panel,” Simon said. “But, you know, it’s more than me who makes the decision.”

Cowell said that he never spoke to Elton John about joining the show, and that he doesn’t think he’d work.

In a major diss of Sir Elton, Cowell said, according to the story, “Well, he’s so grumpy nowadays, I mean, it would be like, he’d just be moaning the whole time.”

Cowell also said that Katy Perry isn’t being considered.

In the Access Hollywood story Cowell makes no mention of Jessica Simpson. As TVWeek previoiusly reported, People magazine has said that Simpson is on the list of possible judges for "The X Factor."

Separately, "Fox quietly paid to fly one promotion exec from each of its affiliates to Los Angeles earlier this week for an ‘X Factor’ confab that featured an appearance by Simon Cowell," Michael Malone reported in an exclusive article he wrote for B&C.

Malone continues, " ‘This kind of promotion based around a single show is unprecedented,’ said a veteran promo exec at a West Coast Fox affiliate who asked to not be named. ‘I’ve been affiliated with Fox a long time, and I’ve never seen them doing anything like this.’

The article added, "Speakers at the Ritz-Carlton Marina Del Rey confab included senior network execs Peter Rice and Joe Earley, as well as the executive producers from both the U.K. and the U.S. versions of ‘X Factor,’ and of course Cowell himself, prompting a standing ovation from the affiliates as the tart-tongued talent evaluator sat for a Q&A with Earley."
