Paramount confirmed Thursday that Perry Simon, former president of Viacom Productions, has signed a multiyear overall development deal with the studio.

Mr. Simon’s new company, Shore View Entertainment, will develop, create and produce all program genres for broadcast and cable networks. Mr. Simon has named Pamela Soper head of development for the company. Other than developing projects, Mr. Simon is joining the producing team of USA Network’s science fiction series “The 4400,” which recently was ordered for a second season.

Before forming Shore View Entertainment, Simon served for 11 years as president of Viacom Productions, which was integrated into the operations of Paramount Network Television in June. Before joining Paramount, he was an executive at NBC.
