After regulators told Comcast Corp. to change how it manages Web traffic on its system, the company announced planes to slow service to its heaviest users during peak use times, the New York Times reports. Top Web-access speeds for the biggest bandwidth hogs will be reduced for up to 20 minutes to maintain other users’ data speeds, the Times said, citing the company. On Aug. 1, the FCC told Comcast to provide a plan on changing how it manages Web flow after finding the company had improperly blocked peer-to-peer programs like BitTorrent.
