The Federal Communications Commission sent a dispute between independent programmers such as the NFL Network and cable operators including Comcast and Time Warner Cable to an administrative law judge, Dow Jones reports. The programmers claim they are being treated unfairly by the cable operators, who have refused them carriage or offered to distribute them only on tiers with few subscribers.
