The second-quarter scatter market for television commercials is at an impasse as networks refuse to cut prices while marketers are willing to wait till the last moment because they’re not worried about rates going up, Advertising Age reports. The third quarter could be even more difficult because advertisers are expected to cancel more of their upfront buys than they did in the second quarter, the trade magazine says.
