The Court of Appeals in Washington backed a ruling by the Federal Communications Commission that banned cable operators from signing deals with apartment buildings that prevent other providers from serving the building’s residents, the Associated Press reports. The ruling also says that existing exclusive deals may not be enforced, the wire service says.
