Local TV Holdings has finalized its purchase of WTVR-TV in Richmond, Va., from Raycom, Broadcasting & Cable reports. The broadcasters in January signed a cash-and-swap agreement to exchange CBS affiliate WTVR with Fox affiliate WBRC-TV in Birmingham, Ala., the trade paper says.
