Former Head of FCC’s Common Carrier Bureau, Larry Darby, Dies at 69

Larry F. Darby, the former head of the Federal Communication Commission’s Common Carrier Bureau, died May 18 at his home in Washington after a heart attack, reports the Washington Post. Darby was 69 years old.

During his tenure on the FCC in the late 1970s, Darby was an advocate for telecommunications deregulation.

Under his watch, the FCC created a statute that impacted on data processing, keeping big companies like AT&T from monopolizing that aspect of the business.

Computer II, the 1980 regulation he oversaw, mandated that carriers must market data-processing equipment and services through separate subsidiaries.
