Retrans Rethink: Copyright Office Elbows In

The U.S. Copyright Office suggested that cable operators that retransmit signals from small distant stations are underpaying for that content and Congress should back off from deciding compensation procedures, TVWeek.com reports. The Copyright Office is also keeping cable and satellite broadcasters from using the same compensation guidelines used to stream those local stations over the Internet, Multichannel News says.
