FCC Chairman Kevin Martin wants some small cable operators exempt from dual must-carry mandates, Multichannel News reports. Under the proposed regulations, which could be decided as soon as Aug. 22, cable systems with no more than 2,500 customers that are owned by operators that serve fewer than 10% of the national pay TV subscribers would be exempt from having to carry both digital and analog signals after February’s DTV switch, the trade says. The proposed rules would affect almost every cable operator except Comcast and Time Warner Cable.
