A ruling expected by the Federal Communications Commission will make small cable operators exempt from having to carry local TV stations’ digital signals, Multichannel News reports. The new plan by FCC Chairman Kevin J. Martin will allow eligible small multisystem operators to carry DTV stations only in analog, easing the financial burden put upon the small operators in the digital must-carry plan, the newspaper says.
