Comcast Corp. filed an emergency appeal of a Federal Communications Commission decision to take back control from an administrative law judge of a cable-programming dispute, the Wall Street Journal reports. The FCC said on Dec. 24 that it would rule on complaints by independent programmers such the NFL Network that Comcast had unfairly treated them because the proceeding was drawing out too long.
