FCC Chairman Kevin Martin circulated an item for vote late Friday, his last day in his current job, that would have reversed an earlier Media Bureau decision and okayed a truck-stop TV service to share the spectrum used by television broadcasters for news gathering, Broadcasting & Cable reports. Clarity Media, which operates the Flying J Truck Stops, has been seeking permission to operate a low-power, multichannel digital service at its truck stops.
